Netserver description

1. Generates a Universe
2. Accepts connections from clients, assigns them an Empire and provides them with UniverseView based on Empire
3. Waits until clients submit [Action] back
4. Notifies clients if their Actions fail
5. When all lists of actions have been accepted, applies them and repeats from 2.
